HDB resale prices just fell for the first time since 2019 — is this the start of a bigger shift?

Singapore’s public housing market may be entering a new phase, as resale flat prices recorded a slight decline in the first quarter of 2026. While the drop is minimal, it marks a notable shift after years of steady growth and has sparked discussions about whether the market could be changing direction.

For many buyers and sellers, the HDB resale segment has been defined by resilience, with prices consistently trending upward since the late 2010s. However, recent data suggests that momentum has been slowing for several quarters, hinting at a gradual cooling rather than a sudden reversal.

One key factor behind this shift is the growing supply of flats entering the resale market. A significant number of units are reaching their Minimum Occupation Period (MOP), making them eligible for resale. This increase in available inventory is giving buyers more options, which can naturally ease price pressure.

Certain areas are seeing a particularly strong influx of newly eligible resale flats. Towns such as Tampines, Punggol, and Queenstown are expected to contribute a large share of supply, with thousands of units becoming available within a short period. This surge is already influencing buying patterns, especially among those upgrading from public housing to private properties.

At the same time, new housing categories are also playing a role. The introduction of Plus and Prime flats has provided buyers with more centrally located options directly from the primary market. These projects, despite stricter conditions such as longer occupancy requirements, continue to attract strong demand. As a result, some buyers who might have previously turned to resale flats are now considering these alternatives instead.

Financing conditions are another important element shaping the market outlook. While HDB concessionary loans have remained relatively stable over time, private bank loans are subject to changing interest rates. In recent years, some homeowners have explored switching to bank loans to benefit from lower rates. However, uncertainties in the broader economic environment may influence how attractive these options remain in the near future.

Despite these evolving dynamics, most analysts do not expect a sharp downturn. Instead, projections suggest that resale prices may still rise over the full year, albeit at a slower pace compared to previous periods.

The key takeaway lies in the details: HDB resale prices edged down by about 0.1 per cent in the first quarter of 2026, marking the first quarterly decline since 2019. At the same time, a surge of around 13,400 flats reaching MOP this year—roughly double the previous year’s figure—along with changing buyer preferences and financing conditions, is beginning to reshape the market landscape. Whether this signals a longer-term trend or just a temporary adjustment remains to be seen, but it is a development that both buyers and sellers are watching closely.
